Insurance carriers are currently collecting data for employers Prescription Drug Collection Reports (RxDC) which are due by June 2025. This report is required for all employer based medical plans regardless of size and companies are required to submit information on their Average Monthly Premium Data (member counts and total premium dollars paid by members and employers during 2024.)

    Most providers will report this information on your behalf if you provide them with certain information, relieving you from having to file directly with the Centers for Medicare and Medicaid Services (CMS) through the Health Insurance Oversight System (HIOS) portal. The deadlines are approaching quickly, and the carriers should be reaching out to each company directly requesting this information. Please refer to the information below on how each carrier is managing this.

    Carefirst
    Carefirst will be doing the CMS reporting for clients for the P1, P2 or P3 files as well as the D1 through D8 files. They will need some information first. Clients are to use the HUB to submit the data that Carefirst needs. The Annual RxDC Information submission link currently in the HUB is already functional. Clients will need to enter three fields of information:

    1. State(s) where the plan was offered to employees (if all over the country, enter “national”)
    2. Premium paid by the employees
    3. Premium paid by the employer

    There is an Opt Out button that can be clicked if the group does not want CareFirst to do this reporting on their behalf. The clients will then have to handle it on their own by logging into the CMS Portal and entering the P2 and D1 data. Clients should look out for more information from Carefirst which should be sent out by the end of March and will include the deadline. You do not need to wait, though. It would be best to log in to the HUB and enter the information now.

    United Healthcare
    UHC will complete the filing requirements for each client. This includes P1, P2, or P3 files, as well as the D1-D8 files. Clients should not need to log into the CMS Portal to enter any information. UHC will need information from clients for information they do not have in their systems. Data collection can be done on the UHC Employer Portal. When you log in you should see in red “Prescription Drug Data……; click on “Start Here”. Follow instructions on how to enter the data UHC needs. This information needs to be entered by 3/31/2025. If you do not enter the needed information by 3/31, you will then need to log into the CMS Portal and submit your P2 and D1 files.

    Kaiser Permanente
    Kaiser will complete all filing requirements – P1, P2 or P3 files and D1-D8 files. Kaiser will need information from each client in order to do this. Please go to Pharmacy Reporting (RxDC) Frequently Asked Questions (FAQs). In the second paragraph, click on “here”. From there follow the instructions and input any information needed by Kaiser. This must be done by 3/31. If this is not done, clients will have to go to the CMS Portal and enter their P2 and D1 information.

    Anthem BCBS
    Anthem will complete all filing requirements if they receive information that was requested. This includes the P1, P2, or P3 files as well as the D1-D8 files. Clients should not have to log into the CMS Portal to enter any information. In mid-February you should have received an email from Anthem, which included a link that has the information they need completed for the filing. This information
    needs to be input by 3/19. If this information is not sent to Anthem by 3/19, you will then be responsible for logging into the CMS Portal and entering your P2, and D1 information. The link to the form is below.

    2025 Prescription Drug Data Collection (RxDC) Submission (1)

    Aetna
    Aetna will complete all of the filing requirements for each client. This includes the P1, P2, or P3 files as well as the D1-D8 files. Clients should not need to log into the CMS Portal to enter any information. However, clients will be responsible for providing some information to Aetna. You will be required to fill out a Data Collection Form and upload it back to Aetna by 3/31. If you do not reply to Aetna by 3/31, you will need to file P2 and D1 files on the CMS Portal.     Cigna
    Cigna will complete all of the filing requirements for each client. This includes P1, P2, or P3 files, as well as the D1-D8 files. Clients should not need to log into the CMS Portal to enter any information. Cigna will use the same information they reported for the year 2023 regarding the employer/employee contribution. If this information changed in 2024, please reach out to your Account Manager at FosterThomas to let us know and we will relay the information to Cigna. Please be sure to let us know by 3/20.
